Comprehensive Green Belt boundary review proposed

Representations made during the first week of the examination hearings into Amber Valley’s proposed Local Plan have questioned whether enough sites have been identified for new housing development and whether, on certain sites, homes can be built as quickly as stated. This is significant because, to be found ‘sound’, the Plan must make provision for sufficient housing to meet identified need as well as demonstrating that enough homes will be provided in the next five years.

In response to this, officers are advising that a comprehensive Green Belt boundary review should be undertaken, as soon as possible. This is because the sites previously put forward and considered were the result of an extensive search and any additional sites that may need to be allocated in the Plan are likely to have to include land currently within the Green Belt. 

Cllr Trevor Ainsworth, Cabinet Portfolio Holder for Regeneration, referred to the range of environmental constraints to development which the Council faces, including a World Heritage Site and a significant area of Green Belt. He said,

“This is not a decision to be taken lightly. We have not undertaken a comprehensive review of the Green Belt for over 30 years and had hoped that it would not be necessary until the Local Plan was adopted but the representations at the examination hearings have encouraged us to bring it forward. Only by undertaking the review now will we be able to consider whether any additional sites currently within the Green Belt could be identified and proposed for new housing development.”
